Issue - Users think a report is stuck when it isn't

Description

Some users assume that when a report is in the queue for a long time that it isn't running, and send another request to run it. This causes predictable problems for themselves (when they receive several reports) and for others (who are further backed up by additional report requests).

Resolution

Only run a report once. The status "Waiting to start" means what it says, the report is in a queue and will be started automatically when resources are available.

We're adding more capacity so that reports take less time to run.

A future version may make this screen clearer, and prevent running a website test in parallel with an equivalent in the queue.
